Spry Modification - Macromedia Dynamic HTML

I'm building a website for a client and as usual his requests have gotten larger with each step. At first he wanted collapsible panels which was easy with the built in spry but now he wants them to move when they are moused over. Now that is not a problem, I know enough JS to at least do that but the behavior looks and acts terrible. What I need to do is to delay the collapsible panel from opening for a second on MouseOver. I have checked online and the usual answer looks like the code at the bottom. However ...

    Default Spry Modification

    However I have no idea where to place this code or how to reference it
    correctly within the Javascript of Collapsible Panels.

    Any ideas?
