Default Stacking Text Box and Photo (GIF)

I am using Adobe InDesign 2.0 and am having problems stacking a text box on top of a photograph (GIF format). Both the text box and photo are on a page with "A-Master A" applied and were created in the default layer. I have tried to change the order of the stacked objects by selecting "Arrange" and "Bring to Front" or "Send to Back," but nothing has worked.

    Does anyone have any suggestions?

Does the photo have Text Wrap turned on? Then, select the text frame. From the Object menu or from the right-click, choose Text Frame Options. Check on the lower left checkbox for Ignore Text Wrap.

A side note: GIF, an indexed file format that can only contain 256 hues at the most, is a limited file format meant for the Web. You should convert it to TIFF or PSD, and put it in the correct color model. OTOH, if you are printing to a desktop RGB printer, like an Epson or HP Deskjet, this may be a moot point.
