stroke - outside, inside, center

Photoshop has an option to stroke outside, inside, or center. Is there a
similar option in Illustrator which for me, at this point, only center
strokes.

Not as such, but you can just select your stroked object and then go to Effect>Path>Offset Path and enter a positive value to move the stroke outside the path or a negative value to move the stroke inside the path.

If the shape has a fill, you can place the fill on top in the appearance window, making the stroke only appear outside. But note that the appearing stroke is only half the weight of what it says in the stroke window, since the other half is covered by the fill colour.
