Suppressing Windows Messages in full screen mode

I am looking into creating a Digital Signage (plasma display signs) in Flash,
but i am worried about leaving windows running for large periods of time
unattended because of the dialog boxes that as routine appear from the OS. I
have seen a number of digital signage displays showing windows dialog boxes in
front of the display (even one in Times Square!). Does anyone know if Flash can
suppress the windows messages or at least stay in front of them if they occur
while in full screen mode? Also, if I was to use a browser (mozilla) in kiosk
mode to host my flash display (creating a zero install hosted solution) could
this achieved?
