Default SWF files wont play locally in IE6. White Screen

I've recently ran into an issue with IE6 playing SWF files. As of now when i
try to play a SWF file within IE6 I get nothing but a white screen. If I
remove KB943460 the files play correctly....although I dont think the patch is
the root of the problem. Reason being is that earlier last year I had this
problem and, by chance, KB931768 came out. I think there is a root issue
behind the patches that is truly causing the issue. For some reason though the
installation or removal of these patches have an affect on things. This white
screen problem came back most recently when a slew of patches were installed.
To complicate things I do have units with both patches that dont experience the
problem. Only some do. Making this very annoying. My situation is that I
have a vendor application that plays local SWF files on our workstations. The
vendor app has a local cache of SWF content files that it plays based on
triggered events. The application basically acts as an extention of IE when it
trys to play the files. So, the application wont play the files and neither
will native IE making this a system issue and not a vendor application issue.
The strange part is that IE shows that Shockwave and Flash are installed
correctly. I can view flash content on a web page just fine. Adobe's page for
testing the plugins also shows both as A-oK. It's only when I try to open a
local SWF file that I have the problems. Any help would be much appreciated.
This is quickly becoming a crisis here because more and more systems show up
    with the issue every day.

I'm not sure that this is an IE6 issue, I'm having a similar problem with an
Vista/IE7 computer with a file on the Internet. When I try to run the SWF file
from IE7, I get a blank IE7 screen. When I run the file from Firefox, an IE7
window opens and the SWF file plays correctly in it. It's working correctly
on another Vista/IE7 computer.. I checked and no program is associated with
SWF files on either computer. My brother has XP/IE7 and apparently also has
the problem, my sister isn't having any problem with the XP/IE7 configuration.
