Windows, Type, Tabs and you'll get the tab ruler (also SHIFT CONTROL T will do it).

Why did it get moved from the Type menu in the first place though? It's so much more annoying to find now... and totally illogical. Tab Ruler is a Type feature. It should be in the Type menu (even as a duplicate so it can be more easily found depending on thought process).
Human usability? They've heard of it...

There are many things concerning Type that you'll find in this Window/Type menu that aren't in the Type menu bar options. If you'd like to see everything listed in Type, have you posted that desire in the Feature Requests or <http://www.adobe.com/support/feature.html>
