For the most part, Yes. You need Dreamweaver to created and maintain
templates.
However, I believe you can buy templates from third party websites, such

If you want to create your own, I suggest this page for a getting

If you already have template in hand, You can just create a folder named
"Templates" in the site root location. File->New Page-> in contribute will open
up new page window. Just click on the "Refresh Templates" button to see all
your templates.
BTW, Contribute cannot design templates, it can use templates.
Incase you have say 200 templates uploaded to the "Templates" directory of
your site and you would want only some 20 Selected templates to be seen by
users of a particular role (Say publishers), being an administrator you can do
so by editing the role settings in adminstration dialog and assigning specific
templates for that role to be seen by users of a role.
