templates & php - Macromedia Dreamweaver

I have a .dwt that I want to use for a slew of .php pages on my site. The problem is this: I have several lines of php above the <html> (the server-side programming gods have deemed that these statements MUST be before the html tag), however if I make changes to these lines, they are NOT updated in all the pages bult off this .dwt file. How do I fix this?? Alex...

    Alex:

    Do you want ALL the pages in the site to have this code as it exists in the
    Template? Or do you want some of them to have this code, and some to have
    other PHP code, and some to have no code at all?

    See - you can make that region behave as if it were an Editable Region
    (i.e., the locked paramter would have the value of FALSE) which would allow
    each page to have unique content there, but would not propagate the changes
    from Template to child, or you can make that region behave as if it were a
    Non-Editable Region (i.e., the locked parameter would have the value of
    TRUE) which would cause each page to have the identical content that is
    present there in the Template page. In the latter case, changes to this
    region of the Template page would then propagate to all child pages. But
    you cannot have it both ways. It's either editable or it's non-editable.

    See what I mean?

    Ok ... that makes sense to me. BUT... (there's always a but huh?)

    The first few lines of code in my .dwt file look like this:

    <?
    session_start();
    blah blah blah ....
    ?>

    <html>
    <head><!-- TemplateInfo codeOutsideHTMLisLocked="true"-->

    The problem is, that when I create a new file (.php) based on this template,
