Default Templates not viewable in Contribute

I have a test site up and running, but one quirk I can not figure out. The
..dtw templates I have uploaded, and verified are on the server, are not
viewable in the "create new page" preview feature within Contribute 4 (or 3).
They are also not viewable when under admin I go to select what templates can
be used. After much searching I can't seem to find where the error is. The
files are made in dreamweaver, and I have not adjusted where dreamweaver puts
them. I think the 'copy a page" feature is quite messy, so I would like to
    get this working.

    solutions greatly appreciated!
    thanks - Kurt

    Please check the following:

    1. is there a folder named 'Templates' in the root of your websites server
(you can use the Choose button right of the address-bar)? If not: create the
    folder.
    2. are your templates ('file.dwt') in that folder? If not, upload the
    template-files
    3. do you have administrators rights?
    4. If so check the Edit, Administer Websites, Users and Roles, New pages
settings. If not, contact the administrator to do thes next steps.
    5. settings should be: check 'use dreamweaver templates' and make the
    templates visible to the role
    6. You will have to do that for all the user-roles
    7. Now click the 'New...' button and in the screen that appears and click the
    'Refresh Templates' button.

thanks for your response and checklist.
unfortunately I have gone over most of this, I am the admin for better or
    worse.

Your note about the root level got me to check a few things, as the whole site
is a test in a sub-directory one level down, but even with the templates folder
duplicated in the root (above the .index file), and below two levels down, it
never shows up in Contribute even when I am logged in as Admin.

However* when I look at the templates folder via FTP I can see the _baks
_notes and .LCK folders that contribute made when it processed the templates,
so it saw them at some point. As a test I put a .html page into the templates
folder and uploaded it, and it appears in the "make new page window", it was
simply a clone from the template file so the only difference is the extension.

I have this produce working on other sites, and alas it has generally been
    easy.

I don't have an out of the box solution.
Have you tried recreating your connection while everything is in place
    (templates and 'Template' folder)?
Have you checked the settings in contribute.xml file in the _mm folders?
If that doesn't work you could also try removing the administration as a whole
and recreating it (you could back up the _mm folder for sure).

thanks, i will try these suggestion out.
I don't know exactly what to check in the _mm .xml file but the setting
"<group_show_all_templates value='true' />" seemed to me the only relevant
one. and its on. Is there something else I should look for?

your help is appreciated, I will go try the rest of it.

    Hi There

The answer is use a CAPITAL letter in the 'Templates' folder name on the
    webserver.

Contribute appears to be case sensitive when looking at the 'Templates' folder
(unlike Dreamweaver) and the folder name needs to start with a CAPITAL 'T'.
When the folder name is all lower case, none of the templates show up inside of
Contribute. Rename the 'Templates' folder to a capital first letter and then
all the templates show up inside of Contribute. Testing this out, if you
switch back to lower case 'templates' in the folder name, the templates
    disappear again in Contribute.

Thanks for this post, I was at a dead end and it gave me the idea to rename
the template folder (thinking it would update the modification date/time on the
folder) and through this folder renaming I accidently found the answer.
