In short, you either do it manually, letter by letter, rotating each one, OR.. use something else. Most folks prefer a vector program like Illustrator, I use Paint Shop Pro.
Version 8 is out at the end of this year (most likely) and I'm chomping at the bit to find out if this has been incorporated yet.

The text tool has some great options for shaping the text, see tool bar above the work area a T with a curve under it, arch, then adjust to your liking.Maybe this will help.

Totally. WHY they didn't incorporate 'text along a path' in photoshop 7 is beyond me. What were they thinking????
I guess they want to sell Illustrator too. Damn them!
