Richard, I'm not real good at this, but I think it might be tied to the fact Elements is based on a newer engine - the one for PS 7.0. Have you tried saving these files as TIFFs, which also supports layers but is a universal format?

In preferences you can set Maximize Compatibility for PSD Files. Take a look if that helps.
