I was wondering what this tool can be used for, and if i wanted to put a line of text, around the peremiter of an image, in the Ellipse Frame Tool, how would I go about doing that?

It is used for placing text on any path you have in the document. The path can be the frames border and/or around part of the frame, a path you draw with any of the drawingtools or just the path of any object you have in the document. It means you can have a frame with text or image and can use it to also attach a text along the path that encloses the frame for instance.

Create a page item of any kind that includes a stroke.

    Select the tool.

Move the cursor close to the path (it's a good idea to give the stroke some weight at this stage even if you later intend to set it to no weight so you can see what you're doing).

When the cursor suffix changes to a +

Ah, why am I bothering when there's a much better description with pictures in the Help system?

Choose IndDesign Help from the Help menu and search on Type on a Path. Read the first two articles.
