the stroke outline wont scale with rest of image

ok, I have basically a colored circle wiht a black outline. when i duplicate it and scale it down to a smaller size, it of course gets smaller but the outline of it stays the same thickness. how do i resize something i made that will also resize the outline along with it?

Under edit ->preferences, check scale stroke.

Another method for preventing your strokes from scaling (this is good if you only wish to constrain the scaling on one particular stroke) is to go to Object> Path> Outline stroke.
