TIFF to JPEG PLEASE HELP!!

I scaned a few images in a TIFF format and need to reduce the size by changing to a jpeg or bmg. For some reason a I can only save as either a psd, raw, or tiff. I tried changing the extension by typing in jpeg, yet the file still remained as a tiff. I also tried going into layers or cutting the image yet photoshop did not let me do this either? Yet when I open a file that is already a jpeg I do not have these problems. I am also running winXP. Someone PLEASE HELP! THANK YOU!

Your TIFF image is probably 16 bit/channel -- and JPEG only supports 8 bit/channel images.
