There are no plug-ins, but there are numerous PSD files floating around out there that can be used as a template.
Doing a google search yielded some examples - but there is a REALLY good one floating around that has NTSC, PAL, and other formats, as well as test calibration swatches.
I'm sure someone will post a link to it soon.
If not, you may want to check in the Premiere or AfterEffects forums.
