I think what you need is either
if you are on a domain or on a NT/2K/XP workstation
OSQL -E -d"master"
if you are on 9x/Me
OSQL -U"username" -P"password" -d"master"
Then all you should need to do is
IF you don't have a database file already you can script out the CREATE
batches and run them with the -i switch of OSQL.
