trouble editing pop up menus

I have designed a web page header in fireworks, I designed it with pop up menus so it can be easily editable down the track. The problem is when I try to edit the fireworks html through DWMX it seems to double the java script code and won't update the other pages using the same file.

My understanding was that if you use the same header on multiple pages, once you edit it, it will update the all pags using this header.
