Unable to edit With Contribute 3.1

I have a problem with Contribute editing a file with a particular file name.
When I click edit, nothing happens. When I create a new page from it and name
is a different name, I can edit with Contribute. Then I delete the original
file and try to create a new file by publishing with original file name, I get
this error "You can't publish this draft because another user has removed the
lock on your file."

So what I can do now to fix this rather troubling problem?

Also it seems I cannot publish a new file using Contribute ??? What's the
deal? When I send out the review draft and the reviewer clicks on the publish
button ... all that I have is a lck file but no ASP file afterwards? It seems
the file is stuck in the MMWIP directory.
