OK, you've just muddied the issue rather badly.
What is the exact order of install? Did you install DX9 and all was well,
then a security hotfix and things went south? Do you install a hotfix then
things went south and you installed DX9 in an attempt to fix the issue? Did
you install both DX9 and the hotfix before noticing there was a problem?
What event occurred first?
