Updating HTML page

I have developed a site for my real estate agent client, now he wants to update
the current offers page by himselves, he doesnt know HTML, dreamweaver of ftp
for that matter, we have not opted for a database support from our hosters for
cost reasons.

Can anybody help me out on how can i allow my client to update his current
offers page by himselves. in the current offers page we have current sell
offers for properties, current buy offers and rent in / rent out offers.
