URL Access Manager and proxy servers - Mac Programming

I'm trying to use the URL Access Manager to access a URL through a proxy server. The Carbon code, built with CW 7, works just fine when run on Classic 9.2 both with and without the proxy server. It also runs just fine on 10.2.6 and 10.2.8 without the proxy server. But behind the proxy on 10.3, I get nothing-- URLOpen() returns and OSStatus code of 100002 ($186A2). When I tried URLDownload(), it returned error -31070. The proxy is Microsoft's "Internet Security and Acceleration Server", and does not require any authorization.     I'm trying to use the URL Access Manager to access a URL through a proxy
    server. The Carbon code, built with CW 7, works just fine when run on
    Classic 9.2 both with and without the proxy server. It also runs just
    fine on 10.2.6 and 10.2.8 without the proxy server. But behind the proxy

    and does not require any authorization. I've, as far as I can tell, set
    up the Classic machine and the 10.3 to access the proxy and TCP
    identically.

    I've successfully added various HTTP headers with URLSetProperty() to do
    things like ask the proxy to ignore the cache (Cache-control: max-age=0)
    or add Cookie:, From: and Referer: information for servers that want or
    can use such information. Is there perhaps some other header/control
    statement I need to add? Or some secret Evil Software Empire incantation?

    I are confused. Any help appreciated.

    Well, because of the weird error codes, I assumed that I wasn't even
    making contact with the server. But I'll check that next, at least with
    URLDownload().

    As I suspected, it never worked enough to allow access to the header--

    Trying to call URLGetProperty() after ignoring the -31070 returned by
    URLDownload() just returns -30778 (kURLUnknownPropertyError).

    And what is a -31070, anyhow, and were is it defined?
