Default User Can't Edit due to "Somebody Is Editing This Page"

I'm the administer for this site, and my other user keeps getting these errors.

"It said someone else (me) was connected"
"It said JKHerman is editing the page"

I don't have the pages open? Why is it doing this and what can I do to fix
    this issue.

If I increase his privileges, do I need to resend another connection key?

    Thanks!

    Please check the following:

1: are there any drafts open, or files checked out in Dreamweaver
2: use an ftp program to check if there are any .lck files (lock files that
prevent users from editing files that someone else is editing) left on the
server that should not be there anymore and remove this unwanted .lck files.
