User Connection Settings Not Holding

When I send a connection key to a user of Contribute 4, the user is getting the
following error when trying to implement the connection key:

Your connection to this site has been disabled. The administrative settings
for this site are missing or have been reset.

Typically, but not always, when I go back to "Administer" the site, my admin
role has in fact been dumped, but not sure why .
I am using CPS along with Contribute 4.
