User settings won't change

I am trying to send a user an updated connection key that will allow them to
perform more formatting(ie: bold and italic). I have all the settings
configured correctly on my machine(administrator) and when I send and install
the updated key onto the user's machine, the updated settings won't take
effect. FYI, I am not using the publishing system/server with Contribute, just
the Contribute program itself.

Any assistance would be appreciated.
