Verity PDF issue - Macromedia ColdFusion

Users of a site I built regularly upload scanned PDFs. This means that Verity sees the PDF as an image and cannot index based on the words that look visible to users. These uploaded PDFs never show up in search results. I *thought* a solution to this would be to make sure each scanned PDF has a meaningful title specified in the doent properties. But in testing this out, it does not seem as though Verity indexes based on titles. I tried keywords and description as well no go. I don't get it -- obviously Verity has access to the ...

    Default Verity PDF issue

    the title because it uses it in search results. Why doesn't it *search* the
    titles as well? Is there a way to do this? How do people deal with indexing
    scanned PDFs? Surely this has to be a common requirement...

    What is the file extension of these scanned images?

    The extension is .pdf. It's not an issue with extensions; the electronically-generated PDFs also have the extension of .pdf, but they are indexed by Verity and can be retrieved by searching.

    Is there a way to determine if a file with a pdf extension was scanned or was
    saved from Acrobat? I'm experiencing a similar problem with pdf provided by a
    third party, and I don't know how they were created.
