vertical centering problem

    Default vertical centering problem

    Hello everyone,

    I can't make one table center vertically inside another even though I have
    done it many times in the past. The containing table will not go 100% of screen
    height eventhough its height property is set to 100%. Here is the page:

    I also tried to accomplish the same thing with CSS. I set the div margin to
    auto but the div is only centered horizontally . Here is the page:

    Can someone please tell me what I'm doing wrong? THANK YOU!
