webxelmail extention does not install on vista

I am trying to install DW extention on vista but constantly getting the message
that "webxelmail.chm is being used by dw cs3. Please close DW and try again"

My dw cs3 is definitely not open. What should I do?
I have done it successfully before on XP many times.

Hi James:
It's a permissions issue It's very likely that the extension is installing
the help file in DW's install folder and Vista won't allow you to do that by
default (even if you are running Vista as an administrator):

You must open EM explicitly as an administrator: right-click on EM's
shortcut icon->Open as an Administrator and the extension should be
installed without problems.
