even if the "Welcome Screen" is enabled it does not necssarily mean
that "Fast User Switching" is enabled. there is a separate option
in the "User Accounts" control panel applet for using "Fast User
Switching".

go to:

Control Panel -->
User Accounts -->
Change the way users log on or off

and enable the "Use Fast User Switching" option.

when Fast User Switching is enabled, it will change the option on the
Screen Saver dialog to "On resume, display Welcome screen."
