are those file types & how do you carete them ?

according to this, they are 'XML-based pages'. I assume it is just a mapping
to ASP.NET.

I think that you don't.
It's a ISAPI created by Microsoft for Microsoft.
I guest is a way to handle the content of the MSDN web site and
the "MSDN group". Something to control the version, the content, the
security
for subscription, etc.
Is there a reason why to want mspx pages?
