why can't I ?

I've used Contribute 2 for several years and love the program. Just upgraded to
CS3 (Dreamweaver is on the way) but find a lot of my choices aren't available
in the header ,a few are - such as changing text color, font size, etc. ,
change background color, highlight color, templete/page properties, merge/split
cells, format table ... .all not available (they are greyed out). This problem
is not listed in the help issues. thanks for assistance.

You can try this:

In the menu goto to: Edit, Administer Websites;
Go to: Users ans Roles;
Go to: Edit Role Settings;
Go to: Styles and Fonts;
Adjust the settings to your liking.

Your suggestion worked on one of the pages but not on another. Do you know if I can create boxes for text with CS3 ?

I presume by 'boxes' you mean the so called editable regions. You can create
these by creating a Dreamweaver template and including thees Template Objects
(menu: insert, template objects).
