If things start out well and then slow down, some
part of your system's state is changing as the program runs.
That usually either means memory gets allocated till it's
all used up, or files are being written and the system is using
lots of time doing it.
Do you have the same problem with other programs? If so,
I'd look at the virtual memory settings, and perhaps
reinstall the OS. If not, my first guess is the caches and
logs that IE writes. If it only happens with pages that
fancy CSS, and gets better when you open a simpler page,
then that might just be how long it takes your system
to execute a complicated rendering. Can you narrow down
when the symptoms happen and when they don't?
