why wont my to_number work to order my data am I doingit wrong?

This is how I have been trying to do it.
select
tsk.taskname as task,
To_Number(
DECODE (
is_number (
substr(tsk.taskname,Instr(tsk.taskname, '.', 1, 1)+1,Instr(tsk.taskname,
' ', 1, 1) - 3)
)
,1, substr(tsk.taskname,Instr(tsk.taskname, '.', 1,
1)+1,Instr(tsk.taskname, ' ', 1, 1) - 3)
, 0)
) as subtaskorder,

then later ORDER BY subtaskorder
the data in tsk.taskname looks something like this

G1.1 "string name of G1.1 and info" , G1.2 "string name", and so on for quite
a while G1.19 if i recall then switches to G1.2 "string name"

in the end i just want them to be in order from 1.1 to 2.19 and not 1.1, 1.10
so if there is a better way then what im doing I would gladly take that over
fixing this one.
