Not as a domain controller, no. Before installing 2003 Active Directory in
a 2000 domain, you need to extend AD & the AD schema to create the
new/updated information required by 2003 Active Directory.
Windows 2003 -can- function as a member server within a 2000 AD domain
without changing the state of your 2000 AD installation, simply by adding it
to the domain without running dcpromo.
