It's gone. You can use the Effect/Distort & Transform/Twist. Apparently you can get the old tool back by moving it from the 9 or 10 version plug-ins to the new cs folder of the same. I haven't done it but you may want to check out Illustrator CS killer tips for more detailed instructions.

Interesting. However when I attempt that, I find their is already a twist filter in the plug-in tools directory.
