I've been trying to get the bastard shut down, but apparently his own host
isn't concerned with honoring their terms of service.

spam. Still they do nothing.
I posted on their support forums, and they say "we're looking into it"

Start including the next providor up-channel. Be sure to mention the lack
of response from his providor. You will find that will often improve the
percentages.
