Default XP Pro Not Shutting Down

I am unable to shutdown XP from the Start button. The
only way it seems to be able to do it is by switching
users, and then shutting down whilst in the logging on
screen. A real fag. Any suggetsions, I think it may
have started after some of the updates were automatically
installed, but not 100% sure on that.

what is the message it is giving or what maliculous action
    it is doing ?

    or else try this

if you have a button called power at your keyboard just
press it or you may have to check upon disable fastdown
    checkbox at msconfig window
