Default z-index - dhtml menu - iframe, need help

I have a frame set, left frame contains the dhtml menu. When it opens it opens
in the right frame. The right frame also contains an iframe.

    Now the problem is

In IE 5 on PC's and any IE on a MAC, the menu appears behind the iframe. I
tried setting the z-index of the iframe to zero. I also tried inclosing the
iframe in a div and setting the z-index of the div to zero. No Luck

    can anyone help....
